I have a FILEX database my father built with an old DOS computer where he kept the records of a couple of decades of genealogy research. I'd like to share the database with others around the world but asking them to run a DOSBOX is a bit out of their league.
What can I do?

The only solution is indeed DOSBox, but I know that you can install DOSBox on a PC and then set up a shortcut with the app and the database to load it directly.
There is a page where you can see this explained. DOSBox is actually quite powerful when it comes to customization and it's very flexible to your needs. Check its manual page as well.

I don't think that's even possible because I've installed the application on Windows 10 x64 through DOSBox and didn't find anything related to Access and database export. The software saves to its proprietary format, but that's it. No Access or any other compatible database is provided. I've also checked the Help files as well, but with the same result.

The application wasn't developed for Windows 8.1. It was developed with support for Windows XP, Windows 95 and Windows 2000. You might need to use Troubleshoot Compatibility but the application uses 16bit architecture which is not supported by Windows 8.1. Concluding what I've said, I need to confirm that this application isn't compatible with Windows 8.1
Yes, this is an application like the one you've mentioned. It differs a little, but it works in the same way. Luckily for you, there is the possibility to download it on your computer from the official website. Access the website and click on the download link to save it to your computer.

Files transfer is similar to the actual file transfer available in Windows. You just use the old version of the software to backup data you might have, then use the new version, and import the data.
Notice: Make sure to save the data to the format recognizable by the new version and it should work accordingly. There is no need for special instructions.
No, the developer's website does not contain a 64bit version. I have tried to install the application in Windows 7 x64 and it gives a compatibility error, saying that the application wasn't developed to run in 64bit operating system.
No, there is no application for a Nexus 7 pad, because this application wasn't released for Android platform. Database applications are not released for mobile platforms because of many reasons.
Yes, two databases within File Express can be relationally linked.
